PROBLEM TO BE SOLVED: To attain a control apparatus enabling to develop software at ease with insuring acceptable delay time of a process with a high priority, to respond design change with flexibility and also to widely use a program area to achieve machine functions. SOLUTION: In the apparatus, after starting a non-priority task at a period of a periodical timer 18 for non-priority task, an event monitoring means 16 is started within the acceptable delay time of a priority event settled at a task switch timer 14, when the priority event is occurred, a priority task responding to the priority event is determined as a task to be performed at a processor 11 by a performing task decision means 17, when not occurred and also when it is recorded into a storage means 19 for non-priority task in operation that the non-priority task is in a state of a progress of performing, the non-priority task is determined as a task to be performed at the processor 11.
