Electronic implementation of a benefits program for distribution of mass transit system vouchers utilizes a smart card. The system and method eliminates the need for manual delivery and provides a paperless, automated system of distributing the benefits. The system further reduces the administrative costs associated with periodic manual distribution. The system may be implemented in an Internet environment.
