An image processing apparatus for processing video signals in a plurality of formats, comprising a memory (20) where inputted video signals are stored, reading means (21) for reading a predetermined number of video signals stored in the memory at a time, and interpolating means (22) for interpolating a video signal corresponding to a predetermined position by subjecting the read video signals to a predetermined operation. When the video signals are the ones in an HD format, signals of four-pixels are read and subjected to four-point interpolation; when they are video signals in an SD format, the image is converted to a frame image of 960 X 720 by field/frame conversion and by doubling of the number of pixels in the vertical direction, the image after the conversion is stored in a memory, the operating frequency and the number of operations of the reading means and interpolating means are increase four times, video signals of four pixels are read at a time, this reading is repeated four times, and thus 16-point interpolation is conduced.
