PURPOSE: A method and an apparatus are provided to manufacture a high strength stainless flat bar dimensions of which are accurate, and the surface of which is elegant in a continuous serial process. CONSTITUTION: The method and apparatus for manufacturing a flat bar comprises a side cutter(2) for uniforming the cutting surface of a hot rolled coil material slit in a length direction; a cold rolling mill(3) in which upper and lower rolls for controlling a thickness of the side cut material and left and right rolls for controlling a width thereof are alternately arranged; a leveling machine(4) drawing a material to be cold rolled as leveling the material to be cold rolled; a polishing machine(5) polishing the surface of the leveled material; and a cutter(6) cutting the polished material, wherein the cold rolling mill(3) further comprises a driving force control unit which is interlocked by a driving force of leveling rolls of the leveling machine(4) so as to control a driving force of rolling rolls when rolling a material to be processed, and a recoiler which is installed between the cold rolling mill(3) and the leveling machine(4) so as to recoil the rolled material.
