The making of substitute caller-ID telephone calls by service bureaus or agents on behalf of users is fa- cilitated by permitting users and service bureaus, hav- ing the appropriate classes of service, to provision a centralized data base, such as an SCP, with the requi- site call management information independently of one another but which confirms the authority of the service bureau to act on behalf of a user before permitting such calls to be made.
