PROBLEM TO BE SOLVED: To relatively compactly and easily install an inflow pipe by concentrating the inflow pipe, a pumping-up pipe and an overflow pipe in a centralized control basin. SOLUTION: An underground storage tank 12 capable of storing rainwater 15 gathered by a rainwater gathering means 11 is buried underground, the centralized control basin 13 is buried at an interval in the ground by extending in the vertical direction on the side of the underground storage tank. An underground storage tank lower part and a centralized control basin lower part are communicated and connected by a communicating tube 14, and the upper end of a bleeder pipe 16 having the lower end communicated with and connected to an upper part of the underground storage tank projects on the ground. The inflow pipe 38 for flowing in the rainwater gathered by the rainwater gathering means is connected to the centralized control basin. One end of the pumping-up pipe 41 is connected to a suction port of a supply pump 39 for pumping up the rainwater stored in the centralized control basin and the underground storage tank, and the other end of the pumping-up pipe is inserted into the centralized control basin. One end of the overflow pipe 57 for introducing the rainwater overflowing from the centralized control basin to the outside of a system is connected to an upper part of the centralized control basin.
