PROBLEM TO BE SOLVED: To perform fine shredding including the longitudinal shredding and the transverse shredding so that leak-out of secrets can be completely prevented in disposing important documents only by engaging cutting blades of one roll cutter 4 and a fixed blade 3. SOLUTION: This shredder is based on a cutting mechanism constituted by a mechanism in which a paper to be shredded is fed with a predetermined principle to a cutting blade engagement unit of one roll cutter 4 with a plurality of slice cutters for satisfying a cutting process of one element so that the paper to be shredded can be alternately subjected to the longitudinal shredding and the transverse shredding are set up on a cutter shaft 4c with the angular phase difference of the cutter division angleζdeg./plural number (2 if two slice cutters are provided) with the fixed blade 3 having the same cutting blade shape as the geometrical projected shape of the cutting blade of the roll cutter 4, and its control method.
