PROBLEM TO BE SOLVED: To cooperate with an authorization system on a network and prevent burglary of a vehicle by loading the authorization system of a driver on the vehicle. SOLUTION: The driver to ride on the vehicle is demanded to present an electronic certificate to be used for personal authorization on a car loading machine 2. The car loading machine 2 demands authorization by reference with personal information of the driver previously registered in authorization information DB 8 to an authorization organ 3 in accordance with the electronic certificate presented to the car loading machine 2. The car loading machine 2 permits driving of the vehicle only to the driver succeeded in authorization. Additionally, the authorization organ 3 acquires additional information through a network 5 connected to the outside, and reflects it to judgement of whether to drive or not by authorizing by its combination.
