PROBLEM TO BE SOLVED: To provide a skirt roller capable of winding and fastening a TE band of a cap made of a metal so that the TE band can be reliably locked to a locking face of a jaw of a bottle made of a metal. SOLUTION: A winding and fastening molded surface of the skirt roller 2 for winding and fastening a TE band 22 comprises in combination at least two arcuate sections i.e., a first arcuate section 5 by which the TE band is brought into pressure contact with an upper position at a minimum outer diameter part of a locking face of a jaw of a bottle 10 made of a metal, and a second arcuate section 6 by which the TE band is brought into pressure contact with a lower position at a maximum outer diameter part of the locking face of the jaw of the bottle. Each curvature of the first and the second arcuate sections 5 and 6 is made in an opposite direction, respectively. The molded surface of the second arcuate section 6 is designed so as to perform pressure contact at least up to a position of 50% or more, preferably 70% or more, of the height from the minimum outer diameter part of the locking face of the jaw to the maximum outer diameter part of the locking face of the jaw.
