PROBLEM TO BE SOLVED: To provide a cutter for cutting thread, string, wire, materials to be cooked and the like and hairs of delicate parts including nose hair which is safe, does not damage the mucous membrane or the skin and is made with consideration of allergy. SOLUTION: The cutter is provided with a mechanism for releasing load when a force larger than the predetermined force is applied to it and an impact is produced by the loading part. Further, by putting the blade edge inside from the periphery, a hair cutter which hardly pinches the skin and does not damage the skin is provided. Also, at least parts of the cutter which may be in contact with human skin or their surface are formed of titanium, an alloy of titanium, silver, ceramic or the like.
