PROBLEM TO BE SOLVED: To provide a method of efficiently performing non-polluting and resource recovery by removing on treating the hazardous materials, such as dioxins and heavy metals, contained in the incineration ashes and incineration flying ashes generated in incineration treating facilities for wastes. SOLUTION: The combustion flying ashes (a) are captured from a fluidized bed type incineration furnace constituted by segmenting a furnace body to a first-stage swirling fluidized bed chamber, a second-stage gas swirling flow chamber and gas combustion chamber and hydrocarbon acid (b) is added thereto. The heavy metals are then extracted. After solids allowing the resource recovery are separated, a heavy metal stabilizing agent (f) is added to the liquid and further the liquid is subjected to the separation of the solid from the liquid, by which a heavy metal slurry (h) is extracted and the liquid (i) is separated. Sulfuric acid (j) is added to the liquid, by which the liquid is converted to gypsum hydrate (l) and hydrochloric acid. The hydrochloric acid is recycled as the hydrochloric acid for cleaning of the flying ashes.
