PROBLEM TO BE SOLVED: To provide a constitutionally simple oil decomposition treatment device also serving as a fire extinguisher, capable of conducting fire treatment and oil decomposition treatment at a time during the treatment of grease, fuel oil, etc., leaked out of a vehicle, etc., an also serving as a foam extinguisher in case of fire caused by the above oils. SOLUTION: This device is composed of a frame 1, a high-pressure gas pressure vessel 2 mounted detachably on the frame 1 an filled with an incombustible high-pressure gas, a liquid tank 3 mounted on the frame 1 and filled with a liquid formulation for oil decomposition treatment, a liquid-formulation injection device 4 for injecting the liquid formulation within the liquid tank 3, a liquid-formulation feed passage 7 for coupling the device 4 and the liquid tank 3 together, a bubble generating gas feed passage 5 for coupling the vessel 2 and the device 4 together, a primary pressure reducing valve 8 disposed midway through the passage 5, a gas feed passage 6 for pressurization, which allows the valve 8 to communicate with the liquid tank 3, and a secondary pressure reducing valve 9 disposed midway through the passage 6.
