PROBLEM TO BE SOLVED: To simply obtain cooling effect without any special equipment and without artificial water supply or water sprinkling, and make the cooling effect last long. SOLUTION: A moisture permeable film of which tangential angle to water surface is 70 degrees or less is laminated on a moisture absorbing/emitting layer of which moisture absorbing/emitting property has hysteresis. As the moisture absorbing/emitting film the following is desirable. (a) A moisture absorbing ratio of a moisture absorbing/emitting polymer binder is 10% or more at temperature of 20±2 deg.C and relative humidity of 45±5%. (b) Porous powders of which moisture absorbing/emitting property shows hysteresis are contained. As the moisture permeable layer, it is desirable that the tangential angle to the water surface is 70 degrees or lees, and its moisture permeability is 40 g/m2.24H or more.
