PROBLEM TO BE SOLVED: To provide a waste paper heat insulating mat, and its manufacturing method, which is rich in flexibility, excellent in heat insulation and has hardly any diffusion of formaldehyde. SOLUTION: A waste paper fiber mat comprises a mixture of a waste paper fiber and a sheath and core structured complex fiber having a sheath part and a core part comprising a higher melting point constituent than the sheath part in a weight ratio of waste paper fiber:complex fiber = 80:20-90:10. The core part and the waste paper fiber in the complex fiber are bonded to front and rear layers of the waste paper fiber mat and its neighborhood as compared with the core layer part by melt of the sheath part in the complex fiber.
