PROBLEM TO BE SOLVED: To provide liquid paint for protecting and growing aquatic resources which achieves the easiness of application and the reduction of a material cost at once, and modified the surface of a concrete construction and suitable for the growing of the aquatic resources. SOLUTION: This coating material for protecting and growing the living aquatic resources is a solution containing at least iron sulfate and sodium hydroxide, and further at least one kind selected from the group consisting of zinc hydroxide, ammonium hydroxide, potassium hydroxide, cobalt hydroxide, strontium hydroxide, copper hydroxide, lead hydroxide, barium hydroxide, magnesium hydroxide and manganese hydroxide, and having pH 6.5-8.4.
