PROBLEM TO BE SOLVED: To provide a laver-net winder and a laver-net winding method that can attain rapid charging of laver seed on the net by few people. SOLUTION: The laver net 1 is unrolled from its rolled form 5, sent out and held by setting both of side edges of the laver net 1 to the attaching part 24. The laver net 1 is wound up, when the attaching part 24 is allowed to rotate with an electric motor. The worker H stands at both edges of the laver net 1 to put the seeded oyster shells K into the bags 3 attached to the laver net being rolled up. In this case, the rope 41 preferably is rolled up together with the laver net 1. When the seeding operation is completed, the attaching part 24 is detached, the roll 6 of the laver net 1 is loaded on the laver boat and conveyed to the laver farm.
