PROBLEM TO BE SOLVED: To provide a video recorder, a video reproducing device and video recording and reproducing device with a simple configuration that can satisfy the broadcast standards even when the number of the scanning lines recorded in a video recording area does not meet the broadcast standards. SOLUTION: In the case that the number of scanning lines of 1st video information recorded in a video recording area on a recording medium does not satisfy the number of scanning lines in compliance with prescribed broadcast standards in the case of recording, 2nd video information corresponding to missing scanning lines is recorded to an attached information recording area, the 1st video information recorded in the video recording area on the recording medium and the 2nd video information recorded in the attached information recording area and reproduced in the case of reproduction so as to restore a digital video signal with the number of scanning lines satisfying the prescribed broadcast standards on the basis of the 1st video information and the 2nd video information.
