PROBLEM TO BE SOLVED: To provide a fluorescent lamp that is improved in luminance distribution in the direction of the lamp axis by improving the terminal plate, and an illumination device using the same. SOLUTION: The fluorescent lamp comprises a pair of electrodes made of outer electrodes 2 of which at least one electrode is installed at the outside of a translucent airtight container 1 so that it may generate discharge in the translucent airtight container 1 filled with a discharge medium mainly composed of a rare gas and on which inner face a fluorescent layer is provided, and terminal plates 3 of which top end is connected with the outer electrodes 2 by being inserted between the outer electrodes 2 and the translucent airtight container 1 and of which base end protrudes to the outside, and of which area overlapping with the outside electrode 2 is 5-20 mm2. As the portion 'g' of the outer electrodes 2 protruding outside around the terminal plates 3 becomes short, the luminous distribution of the tube face is improved. If the thickness of the portion of the terminal plates 3 overlapping with the outer electrodes 2 is made 0.07-0.20 mm2, the same effect is obtained.
