PURPOSE: A method for recovering waste heat from drainage water discharged from membrane filter in water dispenser and apparatus therefor are provided to utilize waste heat as a source for heating or cooling drinking water of water dispenser. CONSTITUTION: A heat blocking plate(113) is installed between a subsidiary condensation tank(114) and a subsidiary evaporation tank(112). The subsidiary evaporation tank has a subsidiary evaporation coil(306), and the subsidiary condensation tank has a subsidiary condensation coil. A drainage pipe(A,107) is connected to the middle part of a heat exchanger(110) for drainage water, and a drainage valve(111) through which a drainage pipe(B,115) is connected is installed at the bottom part of the subsidiary evaporation tank. By using the heat exchanger for drainage water which is installed on the upper part of the subsidiary condensation tank, a compression type coolant circuit(300) recover waste heat from purified water and drainage water to heat/cool drinking water of water dispenser.
