PROBLEM TO BE SOLVED: To eliminate charging of a communication fee related to distribution of advertisement on a user of a portable telephone set in distributing advertisement to the portable telephone set. SOLUTION: This system is provided with an advertisement storage part 11 to store advertisement information for advertisement of which distribution is entrusted by an advertiser, and a communication processing part 15 to distribute advertisement information stored in the advertisement information storage part 11 to a user in order through a portable telephone communication network.
