PROBLEM TO BE SOLVED: To enable prompt reporting in an emergency or the like, without putting load of communication traffic. SOLUTION: A mobile terminal 3 is provided with a reporting device 4 and transmits predetermined state information to a base station 2 by depressing a report button 4a. A collecting server 1, connected to the base station 2, collects the state information transmitted from different mobile terminals 3. In this way, the state of persons to be checked who handle the mobile terminals 3 ca be promptly checked in an event, such as a disaster and the like. In this case, since the state information transmitted by the report button 4a is predetermined data, the communication time can be reduced, in comparison with a voice call and the load of the communication traffic can be reduced at the same time. Also, since operations of the mobile terminals 3 can be performed easily, the persons to be checked can immediately transmit the state information.
