PROBLEM TO BE SOLVED: To utilize radio resources more efficiently. SOLUTION: Mobile stations located closely to each other are handled as a group and the direction and width (radiation angle) of a beam radiated from an adaptive array antenna 11 are controlled in units of group such that one beam captures one group. More specifically, a classifying section 19 classifies a plurality of mobile stations into groups, a directivity determining section 20 predicts the destination area of each group and a directivity control section 15 controls the adaptive array antenna 11 such that one beam can cover the position of one group and the destination area of that group.
