PURPOSE: An improved MPEG encoding method, a system and a method for transmitting motion pictures using the MPEG encoding method are provided to transmit motion picture data, which was received from a remote camera and encoded, in compliance with a flexible transmission rate of a network in real time. CONSTITUTION: An improved MPEG encoding method fixes an object, which is selected as a reference frame of inter-frames in each GOP, to intra-frame in the event of encoding according to temporal correlation. A motion picture transmission system includes a video processor(10) and a transmitter(20). The video processor receives a video signal from a motion picture input device, processes the video signal, and encodes the processed data according to the improved encoding method. The transmitter transmits the encoded motion picture data in compliance with a variation in the network transmission rate in real time. |
