PURPOSE: A device and a method for reducing damage by usage of a bullet of firearms for public security are provided to prevent accidental firing of the firearms by warning that the bullet to be fired is a ball cartridge. CONSTITUTION: In a first step, what a bullet is fired by a user of firearms is detected. In a second step, detected number of firing of bullet is counted, and then warning sound that means the loaded bullet is a ball cartridge is synthesized when the countered number reaches loading number of a blank cartridge. In a third step, the warning sound is amplified and outputted to a user of firearms and the suspect opposing the user. A device for reducing damage by usage of a bullet of firearms for preservation of peace comprises a detector of bullet-firing(10), a warning sound synthesizer(20) for synthesizing warning sound, and an output of warning sound(40) for outputting the warning sound to the firearms user and the suspect opposing the user.
