PROBLEM TO BE SOLVED: To provide a data reproducing device capable of deciding the access condition of enciphered contents data on the basis of the same reference time and a data terminal device. SOLUTION: A portable telephone set 100 receives the time information of a distribution server together with the enciphered contents data and a license key with a transmitting and receiving part 1104. A controller 1106 sets the times of clocks 1209 and 1232 on the basis of the received time information. An AC deciding part 1211 decides whether or not the access condition acquired from a memory card 110 is within a reproduction limitation period on the basis of a time acquired from the clock 1209. When the access condition is within the reproduction limitation period, a decoding processing part 1214 decodes the enciphered contents data from the memory card 110.
