SOLUTION: A Web server 1 describes work instruction in each process in mark-up language such as HTML, and makes it open to the public as a Web page on a network 3. Terminals 4-1-4-n perform access through the network 3 to the Web server 1, and displays the Web page. At that time, a control program corresponding to each process is automatically downloaded from the Web server 1 to the respective terminals 4-1-4-n, and transferred to pieces of external equipment 5-1-5-n. The operator in each process performs a work according to the contents of the work instruction from the Web page.
