PROBLEM TO BE SOLVED: To provide traffic jam predicting system and device capable of accurately predicting the traffic jam of the road regardless the presence or absence of sensors mounted along the road. SOLUTION: An on-vehicle terminal transmits the information including only the operator discrimination information for discriminating an operator, or the information including both of the operator discriminating information and a self-car positional information as the terminal information, a traffic jam information supplying means supplies the traffic jam information produced on the basis of the self-car positional information, to the on-vehicle terminal, a differentiating means differentiates the supply of the traffic jam information among the operators on the basis of the information on presence or absence of the self-car positional information, indicating whether the self-car positional information is included in the terminal information or not.
