PROBLEM TO BE SOLVED: To obtain a novel service quality (QoS) scheduling mechanism that properly transfers a variable bit rate video image through a cable in compliance with the DOCSIS(Data Over Cable System Interface Specifications) to enhance the utilization of a bandwidth and wait time distribution. SOLUTION: The method of this invention is used to transfer a data packet on a network on the basis of two-way contention and reservation, and the network includes a system controller that receives an up-stream channel packet and generates a down-stream channel packet and is linked to the system in an operative way and at least one remote terminal that receives the down- stream channel packet and generates the up-stream channel packet and is linked to the system in an operative way.
