PURPOSE: An apparatus for detecting a use of a cellular phone by an unmanned camera system is provided to detect a using state of a cellular phone by using an unmanned camera system. CONSTITUTION: Traffic signal information is received(1). A kind of vehicle is identified by using the traffic signal information(2). Information related to the identified kind of vehicle is stored. A range and a location of the vehicle are grasped by analyzing images related to a system(3). The grasped range and location of the vehicle are stored. The grasped range and location of the vehicle are transmitted(4). A use of a cellular phone is checked by detecting frequencies and analyzing the detected frequencies. Data related to the use of the cellular phone are transmitted. Data related to the above processes are stored, respectively. The above processes are performed repeatedly.
