PURPOSE: Provided is a liquid-phase agent for purifying both soil and water, which is capable of alleviating soil acidification and recovering contaminated soil. CONSTITUTION: The manufacturing method of liquid-phase agent for purifying both soil and water includes the steps of (i) melting AgNo3 3-5wt%, AuCl3 3-5wt%, Na2B4O7 10-20wt%, NaCo3 30-40wt%, Na2O2 20-30wt%, and common salt at a temperature of higher than 840deg.C followed by cooling and crushing so as to obtain salt powder; and (ii) dissolving a mixture containing 20-30wt.% of the salt powder prepared in the 1st step in 60°C water.
