PROBLEM TO BE SOLVED: To provide a device to offer a service to apportion a charge for using the device collected from an information user to an information provider of WWW documents, by presenting information as the WWW documents and the like. SOLUTION: This device presents a web site containing a free page and a pay page to a user. Plural information providing members individually provide pay pages. Only a user who has become a member by paying information fees to the operator of this web site can read the pay pages. This device has a table to record the number of access to the pay page of each information providing member, and renews the number of access of the information providing member who has become the information source of the page every time a member reads the page. When a prescribed date comes, this device actuates a program to apportion a part of the total income of a charge for using the device collected from the members to each information providing member in accordance with the number of access recorded in the table, and calculates information providing fees.
