PROBLEM TO BE SOLVED: To secure the print processing time of a printed matter and quickly deal with reprinting and inquiry later in an on-demand file forming system for delivering a document to be issued to a prescribed number of customers and companies in the form of a file. SOLUTION: In this system, when a browsing request for the content of a notice printed matter delivered to a prescribed customer from prescribed terminals 13 and 14 is received, the printing data for this customer stored in a customer detail DB 42 is extracted by a JAVA (registered trademark) file generating means 28 in a delivering means 27, and a JAVA file displayable on terminal is formed and transmitted to the intended terminal. The printing data of the customer stored in the customer detail DB 42 is extracted by a PDF file generating means 29 according to the request from the intended terminal, and a PDF document file having a display quality higher than the JAVA file displayable on terminal is transmitted to this terminal.
