PURPOSE: A rubber dam provided with a fish way is provided to keep and restore an ecosystem by making fish move freely. CONSTITUTION: The rubber dam, provided with a fish way, installed to a river, an agricultural watercourse or a spillway of a reservoir to contain water by overlapping an end of a rubber plate, then fixing on a concrete apron(7) and erecting a rubber body by inflating, comprises a fish passageway(2) formed to connect the reservoir side with the drainage side when erecting the rubber dam(1) to contain water in a space formed widthwise under the rubber dam(1) installed on the concrete apron(7) and an operating instrument(3) coupled to a space part(2a) of the reservoir side of the fish passageway(2) to open and close one end of the fish passageway(2).
