PROBLEM TO BE SOLVED: To use a battery for a long time by reducing power consumption. SOLUTION: A weight 101-2 is provided with a protrusion 101-22 formed of a hard resin material (or a metallic material). The tip of the protrusion 101-22 is rounded. A piezoelectric element 107 is provided on a substrate 103. The piezoelectric element 107 is struck with the protrusion 101-22 of the weight 101-2 to generate pulse-like voltage between electrodes 107-2, 107-3. The pulse- like voltage is applied to an electric circuit part 109 and converted into pulse signals, and the number of the pulse signals is counted as the vibration frequency of a pendulum 101. It is also possible to measure impact force applied to the piezoelectric element 107, from the peak value of the pulse signals.
