PROBLEM TO BE SOLVED: To provide a system through which a user who is in a state of emergency is capable of making actual contact with a reliever who is capable of rushing to the scene by the use of a portable telephone and enables a reliever to ascertain a user's present position. SOLUTION: A system is provided, through which a user who is put in a state of emergency is capable of enabling a reliever to automatically ascertain a user's present position only by pushing down the predetermined button of his portable telephone, and the reliever who is capable of rushing to the scene at once is retrieved, and the user is capable of making actual contact with the selected reliever on the telephone.
