SOLUTION: The MPEG encoder of this invention that encodes a received digital video signal uses a frame sequence revision section 11, a motion detection section 12, a subtractor section 13, a discrete cosine transfer(DCT) section 14, a quantization section (Q) 15, a variable length coding(VLC) section 16, an inverse quantization section (Q-1) 17, an inverse discrete cosine transform (DCT-1) section 18, an adder section 19, a frame storage and prediction section 20, a multiplexer 21, and a buffer memory 22 to apply encoding processing to each macro block being components of a picture, a quantization decision section 25 decides a quantization scale by each macro block by using a picture object code quantity calculated by a code quantity assignment calculation section 24 and a generated code quantity obtained by a generated code quantity calculation section 23, and a quantization correction section 26 corrects a quantization scale in a decreasing direction of a degree of the generated code quantity deviated from the object code quantity.</p>
