PROBLEM TO BE SOLVED: To minimize deterioration of user capacity by making possible such a control as the maximum transmission power of a transmitter can be varied depending on the propagation loss or distance between a transmitter and a receiver. SOLUTION: A radio wave propagation loss measuring unit 209 calculates the radio wave propagation loss of a received signal based on the amplification factor of a receiving amplifier 211, the amplification information of a received base band signal and transmission power information of base station thus estimating propagation loss of a transmission signal. Radio wave propagation loss information is inputted to a maximum amplification designating circuit 208 where a maximum amplification factor is determined. The maximum amplification designating circuit 208 regulates maximum transmission power of the transmission signal by designating a maximum amplification factor thus determined to a signal amplifier 204.
