PROBLEM TO BE SOLVED: To provide a video coding system capable of surely recognizing category information and improving the working efficiency. SOLUTION: This video coding system comprises an image accumulation part 201 for accumulating an unrecognizable image the category information of which is unrecognizable on the basis of the image on a paper sheet, video coding terminals 301, 302, 303, etc., for displaying the unrecognizable image and accepting an input of category information, an off-line recognition part 310 for reading the unrecognizable image to recognize the category information, and a delivery part 203 for preferentially delivering the unrecognizable image accumulated in the image accumulation part and processible by the off-line recognition part 310 to the off-line recognition part 310.
