PROBLEM TO BE SOLVED: To provide a format circuit which formats recording data in such a manner that the regenerative signals of the data recorded in a user data region turn to the signals suppressed in DC components. SOLUTION: A format circuit 126 consists of a pattern generating circuit 119 and a selector circuit 126. The pattern generating circuit 119 generates the pattern data recorded in the respective regions according to the formation of a magneto-optical recording medium in accordance with the timing signals from a counter value comparing circuit groups 1153. The selector circuit 120 selects and outputs respective pieces of the pattern data generated by the pattern generating circuit 119 in accordance with the respective timing signals from the counter value comparing circuit groups 1153.
