PROBLEM TO BE SOLVED: To provide a base station concentration control system which can establish frame synchronization between base stations, which are connected with a plurality of base station concentration control units and prevent deterioration of frequency usage efficiency of a time division multiplex transmission line. SOLUTION: A first base station concentration control unit 11A establishes frame synchronization between the plurality of base stations from 10-1 to 10-n, on the basis of a first frame signal and supplies the first frame signal from the first base station concentration control unit 11A to second base station concentration control unit 13A, which is lower order than the control unit 11A. The second base station concentration control unit 13A generates a second frame signal, which is synchronized with the first frame signal and establishes frame synchronization between the plurality of base stations from 12-1 to 12-n, on the basis of the second frame signal. Thereby frame synchronization is also established between the plurality of base stations connected with the first base station concentration control unit 11A and with plural base stations connected with the second base station concentration control unit 13A.
