PURPOSE: A solenoid valve device having an open-type safety valve is provided to ensure the safety of an electric pressure cooker by automatically discharging pressure when the pressure is unnecessarily increased. CONSTITUTION: A solenoid diaphragm valve having an open-type safety valve largely consists of a body section(2), a coil section(3) and a safety valve section(4a). The safety valve section(4a) includes a diaphragm(15), a moving shaft(6), a spring(5), a moving element cap(7) and a moving element(4). The spring(5) is arranged around the moving shaft(6), and the moving element cap(7) is press-fitted into the moving element(4). The moving element(4) is inserted into a solenoid core(4b). The diaphragm(15) is connected to a moving shaft end(6a). The coil section(3) includes a fixing element(8) fixed to a frame(9) by a rivetting process. A molded coil(16) is assembled into the frame(9) and a frame cover(10) is coupled to a frame wing(10a) by a caulking process.
