PURPOSE: Provided is an underwater electric discharge reactor for large scale treatment by high voltage pulse power(HVPP), which can treat wastewater such as sewage sludge and non-degradable organic matter, beverages such as juice and milk and alcoholic drinks by the disinfection of microorganisms. In the reactor, wastewater is treated by arc discharge and beverages and alcoholic drinks is disinfected by natural discharge no producing pollutants. CONSTITUTION: A coaxial reactor for occurring high voltage pulse power(HVPP) has the conditions such as follows: 0.1-100J/pulse of pulse energy; 1-500Hz of pulse rate; and 1nF-1uF of capacitance. The discharge reactor can control easy resistance value(R) of a discharge circuit and treat wastewater, beverages or alcoholic drinks with sequent and large.
