PURPOSE: An electrostatic control device using submicron particles is provided to eliminate a generation of an ozone, a corrosion and attrition of an electrode and a contamination of particulate by the electrode by generating submicron particles with a high charge to diffuse into their surroundings. CONSTITUTION: At least one capillary tube(14a,14b) is connected to a liquid feed means to discharge atomizing particles from its tip. A high voltage generating means is connected to the capillary tube to apply the high voltage to the capillary tube, having first and second high voltage generators(30,32) for high charged submicron particles. An earth electrode(20) is spaced at a distance from the capillary tube to generate an electric field in cooperation with the high voltage generating means. A voltage control means(40) is connected to the first and second high voltage generators to control voltages applied to the capillary tube.
