A system for detecting objects from an elevated position is disclosed comprising a LIDAR subsystem (331) mounted at an elevated position for emitting thin fan-beam light pulses at a shallow angle for detecting reflected portions of the fan-beam pulses at the same shallow angle. A streak-tube subsystem (378) is provided for imaging successive reflected fan-beam pulse portions.
