PROBLEM TO BE SOLVED: To provide a prepreg which has excellent flame retardancy without a halogen compound, has good perforatability with laser beams, and can suitably be used for producing small, lightweight and highly integrated printed circuit boards, and to provide a laminate produced from the prepreg. SOLUTION: This prepreg characterized by impregnating an organic fiber substrate with an epoxy resin composition containing a phosphorus-modified epoxy resin. Although not containing a halogen, the prepreg has improved flame retardancy. In spite of the employment of the organic fiber substrate, excellent flame retardancy can be imparted. The punchability using laser beams can also be improved.
