PROBLEM TO BE SOLVED: To provide a method for melting low carbon steel for a thin steel sheet by which surface flaw can surely be prevented by performing deoxidation mainly using Ti so as not to develop alumina inclusion. SOLUTION: In the method for melting the low carbon thin steel plate, Ti of 0.005 mass% or more is added to molten steel with carbon concentration controlled to <=0.01 mass% to perform deoxidation, and thereafter, the molten steel after being added with Ce is cast. The Ce is added in a quantity necessary or more to reduction-decompose a little amount of dissolved oxygen left after Ti-deoxidizing, and TiOn base inclusion, and not more than the quantity causing no contamination of the molten steel due to reaction of Ce with a refractory and mold powder, and the suitable range of the Ce concentration in the molten steel is about 0.0001-0.01 mass%.
