PROBLEM TO BE SOLVED: To restrain a pushing up input at the time of jacking up. SOLUTION: A chamber 13 of a pump P is communicated with a tank T via a passage 15 and the chamber 13 of the pump P is communicated with a chamber 10 of a cylinder C via a passage 12. A cylindrical throttle member 17 is mounted on the passage 12 for having a taper part 17a formed on its tip. The taper part 17a is faced to a passage 12a to form a throttle 18 by combining the passage 12a with the taper part 17a.
