PROBLEM TO BE SOLVED: To provide an apparatus for stopping a moving body, e.g. a vessel, being thrust through a rotor forcibly without using any weapon. SOLUTION: A launcher containing a shell and gunpowder for generating thrust in the shell provided integrally with or independently from the shell and launching the shell by exploding the gunpowder comprises a hook part having stoppers on the inner side face and a plurality of enlargeable and movable claws, a rope connected to the rear end of the hook part, and a weight connected with the rope and having a swirl vane wherein the head cover of the shell containing the hook part and the rope is coupled with the rear cover for containing the weight.
