PURPOSE: To provide a postage stamp detecting device facilitated in the setting of a threshold value for postage stamp detection and capable of always stably detecting the stamps. CONSTITUTION: An image of a letter P is input to an image input unit 101, and housed in an image memory 102. A postage stamp detecting unit 103 obtains a luminance projection value on the basis of the letter image housed in the image memory 102, and detects a postage stamp attached to the letter P on the basis of the obtained projection value, and has a postage stamp inside range threshold value for determining the postage stamp inside range in relation to the described projection value, a postage stamp outside range threshold value for determining the postage stamp outside range, and a postage stamp inside gap allowable length threshold value for determining a postage stamp inside gap. If a part determined as the postage stamp inside area exists in the range determined as the postage stamp inside range, in the case where the length of that range is smaller than the postage stamp inside gap allowable length threshold value, this range is not determined as the postage stamp outside range, and dealt as the postage stamp inside range, and the postage stamp is thereby detected.
