PROBLEM TO BE SOLVED: To provide an inclining device which can ensure rigidity in the longitudinal direction of a floor surface and ride comfort for passengers in the right- and-left direction by a lightweight inclining mechanism, suppress a problem of contact keep of a pantograph caused by inclination of a rolling stock and solid-borne vibration from a truck driving system, and cope with high speed of the rolling stock. SOLUTION: An inclining floor 5 which can be arranged on an upper floor 4 on a bottom surface inside a carbody of the rolling stock and rotated around the axis in the longitudinal direction of the rolling stock is provided. The inclining device comprises expanding means 6a and 6b for inclining the inclining floor 5 and a control means for controlling the expanding means 6a and 6b, and ensures the ride comfort and traveling stability during the high-speed traveling by the inclining mechanism having rigidity in the longitudinal direction of the inclining floor 5.
